Borough of Chambersburg Position Opening CLASSIFICATION: Water & Wastewater Maintenance Person C GRADE: 5 RATE OF PAY: $26.
86 per hour PLACE OF WORK: Wastewater Treatment Plant HOURS OF WORK: Generally, Monday-Friday, 7am-3pm, subject to overtime NUMBER OF OPENINGS: 3 POSITION SUMMARY Performs general maintenance, repair, replacement, and installation of the Borough of Chambersburg’s water distribution system and sewer collection system, including the water transmission system and sewage conveyance system (including lift stations).
Receives guidance from Water & Wastewater Maintenance Lead Person, and general supervision from Water & Wastewater Maintenance Supervisor.
ESSENTIAL FUNCTIONS OF JOB Reasonable accommodations may be made to enable individuals with disabilities to perform these essential functions.

Reads and installs water meters; Performs flagging and traffic directing on jobsite as needed; Obtains water samples and performs basic water analyses; Installs, repairs, and taps water main piping, including curbstops, valve boxes, and hydrants; Performs water leak detection including listening and correlating; Flushes water mains as necessary; Installs and repairs sewer mains, including manholes and force mains; Performs maintenance, checks, and repair of sewage lift stations; Flushes and vactors sewer collection system components as necessary; Maintains and ensures work areas and tools are in safe, operable condition; Observes safety regulations; Receives, unloads, and stores materials; Greases and oils motors, pumps, and other process equipment; Assists water and wastewater treatment plant personnel and outside contractors as directed; Maintains a running inventory of parts and materials and advises the Supervisor when replacements are necessary; Operates vehicles, construction equipment, and power-driven equipment, including camera truck; Utilizes hand tools and equipment; Subject to emergency calls, assigned stand-by duty, and after-hours responses; Performs other related duties as assigned.
REQUIRED COMPETENCIES (KNOWLEDGE, SKILLS, AND ABILITIES) Ability to learn and follow Borough policies, rules, procedures, and regulations; Simple to basic knowledge of principles and practices of construction and plumbing; Good knowledge of safe work practices and safety regulations and the ability to comply with them; Basic computer skills necessary to operate the camera truck, perform leak correlation, and access system mapping and service cards; Ability to perform a variety of the repair work on sewer collection and water distribution systems; Ability to read and interpret gauges; Ability to follow written procedures and instructions, and follow established practices regarding use of equipment and tools; Ability to detect, identify, and report to proper supervision any unusual conditions, equipment malfunctions, or need for preventative maintenance; Ability to identify and locate a sewer clog and operate the vactor to clear the obstruction; Ability to identify and locate a water leak and take appropriate steps in order to isolate and repair the leak; Ability to identify issues not those of sewer collection or water distribution system and refer to the appropriate utility department; Ability to perform heavy physical labor; Ability to safely operate motor vehicles, construction equipment (including but not limited to heavy construction equipment), and other power-driven equipment; Ability to understand and effectively carry out verbal and written instructions successfully; Ability to read and write at the level required to successfully perform the essential functions of the job; Must be available to respond to emergencies, work unusual shifts, weekends, evenings and holidays when necessary and required; Must be available for assigned on-call and standby duty and after-hours responses; Ability to exercise good professional judgment and possess the physical/mental ability/agility to perform the essential functions of the position with or without a reasonable accommodation; Must be capable of entering confined spaces such as manholes, vaults, and trenches; Ability to establish and maintain effective working relationships with department employees, other Borough officials, contractors, and the general public; Must continue to build upon existing knowledge base in all aspects of the job.
Progression to higher level jobs and responsibilities as part of the team is expected; Must obtain within two (2) years from the date of hire certification by the Commonwealth of Pennsylvania to operate the Chambersburg Water Distribution System which requires a stand-alone distribution license (Class E).
QUALIFICATIONS Education High school diploma or equivalent.
Preferred: None Experience: Minimum of one (1) year prior experience working in either the water or sewer field, including constructing repairing, and maintaining water and sewer utility lines and appurtenances, including working directly for either a water or wastewater treatment plant.
Or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
Position Progression: In order to progress from Water & Wastewater Maintenance Person C to Water & Wastewater Maintenance Person B, the employee must obtain certification by the Commonwealth of Pennsylvania to operate the Chambersburg Water Distribution System which requires a stand-alone distribution license (Class E).
The employee must also obtain from the Borough of Chambersburg an Outside Plumber’s License.
The employee must also meet the requirement of having a minimum of two (2) years prior experience working in the water or sewer field, including constructing, repairing, and maintaining water and sewer utility lines and appurtenances, including working directly for either a water or wastewater treatment plant.
WORK AUTHORIZATION/SECURITY CLEARANCES Must be legally authorized to work in the United States and maintain required clearances to hold a position at Chambersburg Borough.
ADDITIONAL ELIGIBILITY REQUIREMENTS Incumbent must have and maintain a valid motor vehicle license, three (3) years clean driving history, and be insurable in the independent opinion of the Borough's motor vehicle insurance underwriter.
Must reside within forty-five (45) driving miles of the Borough of Chambersburg, Borough Hall, within one (1) year of the hire date as their bona fide primary residence, and continue to reside within that area while employed.
Must have or obtain a Pennsylvania Commercial Driver’s License Class B with Air Brakes and Commercial Endorsement N (tank vehicles) prior to the end of the probationary period.

The employee works outdoors in the Borough of Chambersburg’s water distribution and sewer collection systems which will subject the employee to common and sometimes uncommon external exposures, including, but not limited to heat, cold, rain, snow, and other severe and adverse weather-related conditions.
Additionally, the employee may work inside plant buildings with common and sometimes uncommon internal exposures, including but not limited to, dust, dirt, heat, fumes, grease, noise, etc.
Incumbent will be working in or around open trenches, vaults, and confined spaces which requires adherence to strict safety precautions.
The employee must occasionally visit and inspect facilities that are accessible only by uneven paths of travel, ladders, stairways, and confined spaces, which may expose the employee to potential hazards.
Work may be performed alone, with frequent interruptions, and involves responding to requests from internal organization stakeholders as well as the community.

TRAVEL REQUIRED Frequent travel within and outside the Borough of Chambersburg’s water distribution and sewer collection service areas.
